NIA Response to CCC Progress Report

Responding to the Committee on Climate Change (CCC) annual progress report published today, Neil Marshall, Chief Executive of the NIA commented: “With 5m cavities, 7m solid walls and 7m lofts still to be insulated, it is essential that the rates of insulation delivery and progress made in 2012 are maintained if we are to ensure that future carbon budgets are met and equally importantly that consumers energy bills are brought down.

"We therefore support the CCC's view that additional incentives such as stamp duty and council tax rebates should be introduced as a matter of urgency to drive demand for Green Deal, the Energy Company Obligation (ECO) and insulation measures.

"In addition, we would like to see interim, annual targets introduced for energy efficiency improvements in Green Deal and ECO to ensure that we remain on course to meet the Carbon budgets and allow early identification of any problems and corrective actions to be taken."

The NIA will comment more fully on insulation rates in 2013 after the Government statistics on Green Deal and ECO are published on Thursday 27th June.
